Look at the history-
Season One: Peters power causes him to fall into coma's and nearly destroy New York.
Season Two: Because of his many powers, he is now dangerous and this is exploited by Adam to help him release the virus.
Season Three: Peter sees what the world is like with many powered people, and decides that giving powers to people is wrong.
My theory is that after these events, Peter has regained his original power but due to his own fear of what he is capable of he has subconsiously blocked the full extent of his power, and has to concentrate, using touch, to take powers now.

To answer Steve-o's question , he would probably absorb Sylar's initutive aptitude power instead of the others that Sylar currently posseses. (sorry for the spelling :0)
I also think Peter's new power is his fathers. Arthur could take peoples powers by touching them. So i think Peter is overlooking his new ability. But hey thats my opinion. What does a 15 year old know huh? :)

I think this was stated in the discussion after last weeks show, but I think what is going on with Peter is that he has to re-learn how to use all the different abilities like he did in season 1 with Claude (invisible man).
Season 1 he had empathic, now it seems to be by touch, so different absorption, different way to control them all??? I also think this works as the completion of Peter truly becoming a hero, as in the past he has always had to rely on others to figure things out, Claude, Nathan, etc. Now, if he is able to figure out how to control the powers on his own, he becomes the self made hero he needs to be.
Or, as you said, he could just touch Sylar and that would give him all of Sylar's abilities to date.
The show obviously needs a check for Sylar, and Peter is going to be the man.

Hi Really hope Peter gets his original powers back. I think it's so retarded that he can only use the most recent one he acquires. This almost makes him just as useful as Hiro now. He might as well not have any powers again. I wonder if peter would be able to get multiple powers if he touched sylar(being he has dozens)
Other than that, I think this volume is starting off on the right foot. I have been very happy with it thus far.
