Stories need a balance of good and evil - Sylar without Peter does not offer balance. The magnitude of Peter and Sylars abilities were what made the earlier series great. And hiro is not hiro without his powers.
The power transfer thing with Peter isn't working for me its frustrating as a viewer and i'm getting bored. And Parkman just inheriting the "painting the future" thing was both random and vague.
Also, i feel at the end of the last series the writers tried to make too much happen too soon with too many side stories that were played out too quickly so it felt like we were promised more than was delivered. More time needs to be allowed for story and character development.

Okay, here's what I'll say:
1. Everyone was supposed to be coming together and working together, but then they all got separated again. When you do that you set up too many separate storylines to follow and I end up waiting three weeks to hear the continuation of one story, and if I'm sick of hearing about Claire stuck in her home, I waste a week of waiting for a good story hearing one that bores me.
2. Hiro and Peter need their powers back. They were the most powerful characters on the show and now they can hardly do anything. Now there is no person with power enough to fight Sylar and these guys have to face the entire government, they aren't strong enough to do it.
3. Who's good and who's bad? Nathan's bad because he's heading a group to hunt down heroes, but he's good because he doesn't want to kill them? Sylar is bad because he has always been evil, but he's good because he hasn't been doing much lately that anyone else hasn't done. Bennet is good and bad and good and bad. Puppet Master is bad, then he decides to be good, but maybe he's actually bad.
4. People with powers still haven't been exposed to the general public. There is a government agency trying to protect people from people with abilities, but they keep it secret? If they think people would support them then they might as well go public. If the heroes think people will agree with their rights, they should go public. No more dealing with things behind the scenes.

I don't really think that the ratings matter all that much these days given that many people watch DVR/TiVO recordings or follow the show online (nbc.com). I think that Greg G. said something to this effect in a recent interview...
Ugh. What can I say?
First, I think that the reason why season 1 was so good was because it was just a bunch of random people suddenly getting powers. Everyone was wondering what the heck was going on and what would happen next. That's what attracted me to the show - the constant wonder of what and why things were happening.
Second, some characters need to go! Sylar, I'm sorry, but you're just getting boring. We need a new villain, and not just another Sylar, but a whole new villain. Arthur Petrelli was pretty cool.
Third, is it just me or have the special effects in this show gone downhill since season one? It's like they're running out of budget when it comes to the special effects. Some of the effects this volume have been laughable.
I don't know what else. I've been disappointed since season 2. Season 1 was epicly amazing. Season 2 was great but unfortunately got cut short. Volume 3 was ehhh ok, and volume 4 has just been blah.

1. MAKE THINGS RELEVANT: In season 1, and even in 2, everything led up to one grand climax. There was no climax in "Villains", no good vs. evil showdown, no ultimate battle between Arthur and the good guys. It just ended. Recently it seems dramatic things happen just to be dramatic, characters who seem to have depth come in just for an episode or two, thngs happen just to happen - there's no final resolution to work towards. Make things important, and the story will improve dramatically.
2. VIEWERS AREN'T STUPID: It seems that more and more the writers expect the die-hard viewers who know next to everything about the show to totally dismiss gaping plot holes, ridiculous character leaps, and valid questions. And there's little to make us think that's going to change. Heroes is no "Lost" when it comes to unanswered questions and perplexing scenarios, but there are quite a few that deserve an answer or acknowledgement:
-Who were the other original company members, and what were their powers? And how can Primatech just be dissolved? What happened to the other agents?
-What happened to people like Claude, Caitlin, and West?
-12 villains escaped from level 5, right? Knox, Flint, The German, Jesse, Stephen Canfield, Eric Doyle, and....??? So are there still six out there?
-Couldn't Claire have a purpose on the show relating to the healing properties of her blood?
-If in the "Villains" volume Linderman was a projection of Maury Parkman's power, then how did Nathan heal from his gunshot wounds?
-Sylar had Charlie's ability of amazing memory when he pretended to be Zane Taylor with Mohinder. Couldn't he have memorized the names of people on Mohinder's map and the list?
-Why don't Peter and Sylar use half of the abilities they've accumulated? (seems the writers forget about them)
There are many more, and we deserve SATISFYING and LOGICAL answers to these questions.
3. KILL OFF SOME CHARACTERS: Or at least bid them a satisfying farewell. The show's sprawling cast needs to be trimmed, and some life-or-death stakes need to be introduced - BADLY. Remember in Season 1 and 2 when dead was dead? Adam, Candace, DL, and Simone never came back. There's no suspense anymore, no intense moment when someone suffers something life-ending or life-threatening. Let the dead stay dead. And if they MUST come back, let it be for a good reason, not just to kill them off again (*cough* Daphne *cough*)
4. CAN THE FUTURE ACTUALLY HAPPEN FOR ONCE? When i saw the alternate ending for season 2, i was even more angry about the writer's strike. For those of you who don't know, the virus was supposed to be released, putting the vision for the future in motion. And i was actually excited about the setup for "Fugitives" - looked like the future in "5 Years Gone" was going to come about anyway. That might still be the case, but my point is it gets so boring when the same disaster is repeatedly avoided. If for once even everyone's best efforts failed to prevent some catastrophe, it would be a very interesting development in the story.
5. SYLAR-USE HIM OR LOSE HIM: Remember when Sylar was the ultimate creepy, scare-the-mess-out-of-you villain, when his mere presence on the screen or the ticking clocks made your heart beat faster? Unfortunately those days are gone. The drawn-out ridiculous mommy/daddy issues did some serious damage to his image. Since when did Sylar care about that? We assumed he'd moved on from that after killing Virginia Gray in "The Hard Part", caring only about himself and quenching that thirst for more power. Guess we were wrong. So there's two choices: Give him a break for a volume or two and bring him back with a bang (villains like eric doyle can easily be developed into someone to be reckoned with), or revamp his image and make him an even badder villain than before, scaring us even more. (much to my delight, seems the show will be going down this road starting with "Into Asylum")
6. PETER vs. SYLAR: Come on, who hasn't wanted to see a battle between these two since season 1? Make them both fully powered, and let there be an all-out war between them.

i have an idea but idk if it will work but listen up! OK SO WHEN IT IS TIME FOR HEROES, TURN ON ALL OF THE UN-USED TVS IN YOUR HOUSE AND TURN THEM ON TO NBC WHEN HEROES IS ON. THIS WILL INCREASE THE AMOUNT OF TVS THAT ARE WATCHING HEROES BY A LOT. ALSO! SOME PEOPLE WATCH HEROES ON THE SI-FI CHANNEL. PEOPLE NEED TO STOP WATCHING IT THERE AND TURN IT ON AND WATCH IT ON NBC!!!!

A few months ago, everyone was complaining that the show sucks because Peter and Hiro's powers were over-the-top and destroying the plot. Now everyone's complaining because their powers have been scaled back to a reasonable level.
There's only one thing this show needs, and it's more human story-telling like we had back in season 1. Last week's episode (Ep. 20) is the first in a long time that displayed that pure, human element that made it so popular in the first place.
More episodes like this, and less OMG PETER VS. SYLAR SUPER BATTLES, is what will bring the fans back. "

They need to stop messing with peoples powers... okay some characters have gotten strong but that's allowed to happen. Peter Petrelli hasn't had his full powers for near on two seasons!!! Hiro hasn't been able to develop his power fully as he's lost, re-gained, gotten lost and then completely lost his power! basically stop taking powers away and lets see how these people handle themselves with all the power they receive!!! tut-tut
