After seeing the clip here are my theroies. Peter is running and looking over his shoulder because he lives in a world were everyone in level 5 was let out. Total chaos. But I say level 5 is the place where they keep all the Peter Petrellis. Because Peter's powers are so many he needs total control of the situation, which drives him to becoming a mad man. And I think he was talking about himself when he said "all these powers they could destroy us...they is all the Peters. It is almost like a twist on the bomb. They needed him to explode because it looks like that Peter never got over it hence the scar. It was the company's plan.

It doesnt really make any sense the only thing I can come at you meaning is that you think that all the prisoners in level 5 are Empaths like peter which and truly Im sorry but thats plain stupid like really stupid so Im going to go with simply not understanding your meaning.
